Kathleen Aziz, AICP Executive Director

Kathleen Aziz, AICP, is the Executive Director of the Capital Area Regional Tolling Authority (CARTA), leading the development and implementation of the Sacramento region’s express lanes and tolling program. She brings extensive experience in transportation planning, policy, funding strategy, and regional collaboration.

Prior to serving as Executive Director, Kathleen was CARTA’s Toll Program Manager and built the agency from the ground up. She helped secure California Transportation Commission approval to toll Interstate 80 in Yolo County and advanced key toll policy decisions.

Kathleen previously held leadership roles at the Sacramento Area Council of Governments (SACOG), Caltrans, and Placer County Transportation Planning Agency (PCTPA). She holds a Master of City and Regional Planning from the University of Pennsylvania, a Bachelor of Arts from Harvard University, and is a certified member of the American Institute of Certified Planners (AICP).

Kathleen is a proud native of the Capitol region and lives in Sacramento with her husband and son.
